Is there a pardoning service in the US? I have a situation...?

My brother had some trouble in Missouri when he moved down there(from Canada). He has since come back to Canada and won't cross the border into the US because if he does, he'll likely get dragged to Missouri to serve his time. Is there a way to eliminate this situation?
